NSW Government’s Housing and Productivity Contribution

The NSW Government’s Housing and Productivity Contribution (HPC) commenced on 1 October 2023.

The HPC applies to complying development certificate applications, development applications and State Significant Development applications. The HPC is separate to the contributions that residents and developers pay to Council for local infrastructure, such as local roads, drainage and local open space.

The Department of Planning and Environment is the state agency responsible for managing the HPC. Information about the HPC can be found on the Department’s website at https://www.planning.nsw.gov.au/policy-and-legislation/infrastructure/infrastructure-funding/improving-the-infrastructure-contributions-system

The Department has asked that all enquiries or concerns be made directly to them through: hpc.enquiry@.planning.nsw.gov.au
